As our Lieutenant Governor, Bill Bolling has continued to stand strong for Virginia’s families, working to create jobs, direct state resources to the things that matter most, and keep taxes as low as possible.
Bill has also been the leading voice in calling for a new way of doing business in Richmond – putting politics and partisanship aside and focusing on ways to find solutions to the challenges facing our state.
Lieutenant Governor Bolling’s 100 Ideas for the Future of Virginia initiative was designed to help state leaders find realistic and workable solutions to the education, health care, public safety and transportation challenges facing Virginia. Through a series of Town Hall Idearaisers, the 100 Ideas program engaged community leaders, business leaders, political leaders and regular citizens to help develop specific strategies for making Virginia a better place in which to live, work and raise a family. The strategies developed through this program now form the basis of the New Ideas For A Better Virginia that Lieutenant Governor Bolling is talking about during his re-election campaign.
Lieutenant Governor Bolling has also used his office to promote numerous initiatives that focused on important health care issues. Through his Steptember program, Ending Cervical Cancer In Our Lifetime initiative, Helping Virginians Breath Easier campaign, and the Lieutenant Governor's Challenge: Your Heart Is In Your Hands program, Lieutenant Governor Bolling has helped focus public attention on important health care issues like obesity, cervical cancer and asthma.

- Getting Virginia’s Economy Moving Again
- Sponsored legislation to expand the Governor’s Economic Opportunity Fund and make incentives available to small businesses locating in economically depressed regions of the state. This legislation has already helped create more than 300 new jobs and over $120M in capital investments in Virginia.C
- Chaired the Attorney General’s Regulatory Reform Task Force and recommended the elimination of hundreds of unnecessary and redundant regulations.
- Providing Tax Relief To Families And Businesses
- Sponsored legislation to repeal the death tax in Virginia.
- Sponsored legislation to establish a Back-To-School Sales Tax Holiday.
- Cast the tie-breaking vote to prevent the taxation of idle machinery and tools.
- Led the effort to repeal the abusive driver fees.

- Sponsored legislation to enact the comprehensive Virginia Energy Plan, positioning Virginia as the nation’s leader in developing new and traditional forms of energy.

- Improving The Quality Of Health Care In Virginia
- Reducing the cost of health insurance for small business owners by:
- Creating group purchasing pools for small business owners and sole proprietors.
- Enabling small business owners to purchase basic health insurance policies that do not include many of the mandated benefits required by state law.
- Providing tax credits for the purchase of long-term care insurance.
- Increased funding for prenatal care for low income women in Virginia.
- Sponsored legislation to reform and improve Virginia’s mental health care laws.
- Sponsored legislation to reform Virginia’s Certificate Of Public Need laws and reduce health care costs through competition.
- Making Our Communities Safer
- Cracking down on Internet sexual predators by providing additional funding to Virginia’s Internet Crimes Against Children Task Forces.
- Improving campus safety by:
- Requiring every college and university in Virginia to design and implement a first warning notification and emergency broadcast system for students, faculty and staff.
- Requiring every college and university in Virginia to have a threat assessment team that includes representatives from law enforcement, human resources, student and academic affairs, legal counsel, and mental health functions.
- Sponsored legislation to combat the problem of violent sexual offenders by:
- Expanding the list of offenses that qualify as violent sexual offenses.
- Expanding the list of offenses that require registry on the Sex Offender and Crimes Against Minors Registry.
- Requiring a minimum mandatory sentence of 25 years for certain sex crimes against children.
- Requiring the use of a GPS monitoring device for any violent sexual offender for a period of three years.
- Improving The Quality Of Our Children’s Education
- Ruled that hundreds of millions of dollars in lottery proceeds money must be spent on education – as the Constitution requires – instead of being diverted to other government programs.
